Here a policeman is making sure that everything stays calm. At this point, there aren't too many people so there aren't too many police. When it gets busier, there are more police watching over the crowds, and the ones at the front stand behind riot gear to prevent themselves from accidentally being hit with coins. When it gets really crowded, people sometimes throw the coins from a long ways back.
